There are Several States with “high error rates” above 6% according to federal funding of ebt/snap (errors on applications hence overpayments to certain state) these many states approx. 88% will be penalized to pay for 15% off ALL their ebt recipients allocated funds. Furthermore, there are only about 7 states in the N.W. that have less errors on applications. So states having to pay about 1 billion annually of the Food allotments that normally feds pay will likely pull out of the program all together. My dream showed states will be Opening their own state funded food banks via Wal-mart stores. I saw lines outside of wal-mart food distribution centers. 25% of all walmart sales is by EBT. Also there is a ten year federal plan in place to reduce federal funding for snap/ebt. Hence what’s happening now.

Walmart’s Actions: As a result of the changing landscape and the end of certain pandemic-era policies, Walmart has adjusted its own services for customers using EBT.
In April 2025, Walmart reinstated a $6.99 minimum basket fee for online grocery orders under $35 for all customers, including those using EBT.
The company also continues to offer its Walmart+ Assist program, providing a 50% discount on a Walmart+ membership to those on government assistance.
